Abstract
The OPEKEPE financial scandal rocked Greece in 2024 and attracted intense interest from the European Union. The increased interest is due to the large amount of money that appears to have been given to non-existent agricultural producers. Τhis fact, combined with the possible involvement of OPEKEPE officials, politicians, and auditing authorities, led to intense dissatisfaction among Greeks toward the institutions. The research methodology is based on a literature review, including academic articles, reports from institutions involved in the OPEKEPE scandal, and journalistic sources. The main conclusion is that the root cause of the OPEKEPE financial scandal was the failure of national and European audit authorities to identify the actual beneficiaries of agricultural subsidies. The control mechanisms are deemed inadequate due to information indicating that agricultural subsidies have been allocated to ineligible individuals. The root causes of the scandal extend beyond a simple administrative error. It was caused by a combination of political decisions, administrative shortcomings and technical deficiencies.
